Selected National Assignments Related to Dryland Agriculture

     1981-82 Served on Dryland Agriculture Work Group for the Office of Technology Assessment, Congress of the United States, as part of study on Water-Related Technologies for Sustainable Agriculture in U.S. Arid/Semiarid Lands.

     1991-93 Member Committee on Long-Range Soil And Water Conservation, National Research Council, National Academy of Sciences. The final report "Soil and Water Quality: An Agenda for Agriculture" was published as a book by the National Research Council, National Academy of Sciences.

      1998 Member of Croplands Working Group as part of an overall committee of The Heinz Center that is designing a Report Card on the Nations Ecosystems – Forest Lands, Marine Lands, and Croplands.

International Activities:
     From 1983 to 1993, served as Scientific Liaison Officer for U.S. Agency for International Development to the International Center for Agriculture Research in Dryland Areas, Aleppo, Syria.  Conducted special assignments and wrote reports on Dryland Agriculture for Food and Agriculture Organization of United Nations, and The World Bank.  Participated in workshops, conferences, and special assignments in Europe, India, Pakistan, Middle East, People's Republic of China, Commonwealth of Independent States, and Africa.  Conceived the idea and served as Chairman of the Organizing Committee for the 1988 International Conference on Dryland Farming, Amarillo/Bushland, TX attended by 450 participants from 52 countries.
     World Bank Technical Paper Number 221 was published in December 1993 entitled Conserving Soil Moisture and Fertility in the Warm Seasonally Dry Tropics. This report was based on a report that I coordinated and wrote for The World Bank in 1992-1993.
     As Director of the Dryland Agriculture Institute, West Texas A&M University, developed a Training Workshop on Sustainable Agroecosystems and Environmental Issues. The first Workshop was in 1994 and they have been held annually. More than 100 participants from Thailand, China, Senegal, Ethiopia, Argentina, Pakistan, Jordan, Mexico, Uganda, Mali, Brazil, Australia, South Africa, Yemen, and India have been involved.
     December, 1994, participated in an Electronic-Mail "Conference on Management of Salt-Affected Soils" sponsored by the Centre for Environment for the Arab Region and Europe for representatives of the Ministries of Environment, Ministries of Agriculture, and universities in Egypt, United Arab Emirates, Tunisia, Syria, Jordan, and Libya.
 

     February, 1995, chaired a four-person committee for an internal review of the Farm Resources Management Prorgam at the International Center for Agricultural Research in Dryland Areas ( ICARDA), Aleppo, Syria.
     May, 1996.  Invited as a lecturer to present paper at the XV Argentine Soil Science Congress, Santa Rosa, Argentina.
     December, 1997. Invited to present a paper at Belem, Brazil.

 
Teaching Experience:
    1962 Taught Dryland Agriculture for one quarter at Colorado State University while CSU Professor was on sabbatic leave.
    1970 Taught Soil and Plant Relationships, an off-campus course for Texas A&M University, at Bushland. This course was largely made up of County Agents working on their M.S. degrees.
     1994 Taught Soil and Water Conservation, and Soil-Plant-Water Relationships at West Texas A&M Unviersity, Canyon, TX.
     1995, 1996, 1997, and 1999. Taught Soil and Water Conservation, and Agriculture and the Environment at West Texas A&M Unviersity, Canyon, TX.
