Provost/Vice President for Academic Affairs

Dr. James R. Hallmark began his duties as provost/vice president for academic affairs in September 2008 after serving in the interim position following the resignation of Dr. Brian R. Chapman.

Hallmark has garnered a long list of accomplishments since joining the WTAMU faculty in 1991. Before taking the interim provost position, he served as dean of the University’s Graduate School and Research, a position he had held since 2001. He has served as director of the Attebury Honors Program and in several leadership positions at the University including president of the Faculty Senate (1996-1998), special assistant to the provost (1998-1999; 2000-2001) and as a Fellow with the Center for Leadership in Higher Education (1999).

He’s acted as chair of various University committees and is active with many community groups and organizations. Hallmark also has numerous publications and presentations to his credit.

He received his bachelor’s degree in speech and American studies in 1983 from Oklahoma Christian College and earned both a master’s degree (1985) and a Ph.D. (1988) in communication from the University of Oklahoma.

The provost/vice president for academic affairs is the second in command in the University structure and has primary responsibilities for all academic programs, the Graduate School and Research, Cornette Library, continuing education, institutional planning and analysis, and enrollment management.
